| John Bailey previously served as Deputy Policy Director at the US Department of Commerce, and most recently served at the White House as part of the President’s domestic policy council where he was responsible for coordinating education and labor issues including stabilizing student loans. From 1995 to 2001, John served as Pennsylvania’s first Director of Educational Technology where he led the development of several initiates to expand online learning and improve the use of technology in education. In addition to his experience in government, John has also worked at the Bill & Melinda Gates Foundation where he managed a portfolio of national advocacy grants. In 2009, John was named as one of the 25 American Council on Germany “Young Leaders” to participate in an annual conference with German business, finance and government professionals. He was also selected by eSchoolNews as one of the most influential leaders in the education technology industry. |

| Kim Koontz Bayliss is a Managing Principal at Dutko Grayling, specializing in telecommunications and technology issues. Kim brings extensive experience and a unique understanding of the legislative process. Kim worked for nearly ten years in the office of the late Congressman Synar (D-OK), where she ended her tenure as the Congressman’s most senior aide, and oversaw all aspects of the Congressman’s legislative operation. As the Vice President of Government Relations for the United Video Satellite Group (now Gemstar-TV Guide in Washington, DC), Kim was the sole lobbyist representing the company on telecommunications and intellectual property issues before Congress, the Federal Communications Commission and the US Copyright Office. |

David Beightol serves as the Managing Director for the Government Markets team, as well as the State & Local team. Prior to joining Dutko Grayling, David was the Director of Government Affairs for the large multi-national corporation, Johnson Controls, Inc. Before that, David served at the White House as Special Assistant to the President for Intergovernmental Affairs. In 1992, President Bush appointed David as the executive director of the Presidential Task Force on the Los Angeles Recovery.
From 1987 to 1991, David served as the director of the Washington, DC office for the State of Wisconsin. David began his political career in the US House of Representatives, first in the office of Congressman Sensenbrenner, followed by service on the Science, Space and Technology Committee.
In addition to his duties with Dutko Grayling, David also serves on the board of MissionLink, an organization of CEO’s in the National Security Arena, and on the Advisory Board for Global Relief Technology, Inc. David also sits on the corporate board for the Arena Stage and is an advisor both the Maryland Initiative of the Barbara Bush Foundation for Family Literacy and the Baseball Hall of Fame.

Brad Card has been politically active his entire live, having assisted family members with local elections in Massachusetts and assisting President George H.W. Bush’s efforts in 1979. His activism continued through the elections of President George W. Bush and numerous members of the U.S. House of Representatives and the United States Senate. Upon coming to Washington, DC, Brad served under the direction of United States Secretary of Defense, William S. Cohen at the Department of Defense’s Special Operations/ Low Intensity Conflict for Drug Enforcement Policy and Strategy and in the Executive Office of the President of the United States in the Office of National Drug Control Policy under the direction of Director, General Barry McCaffery. After leaving ONDCP, Brad became a Government Relations Manager for 3M Company’s Traffic Control Materials Division where he managed 3M’s government relations in New York, New Jersey, Delaware, Maryland and the District of Columbia. Brad then served as Chief of Staff to Congressman John E. Sweeney (R-NY), where he oversaw all political and policy issues. Furthermore, he directed the Congressman’s efforts on the U.S. House Steering Committee, as well as his efforts as a member of the National Republican Congressional Campaign Committee’s Executive Committee. Brad joined the Dutko family in 2001. Brad serves on the Advisory Board for the New Hampshire Institute of Politics at Saint Anselm College, the Board of the Capital Hill Club and numerous Steering Committees for Member of Congress. He served with the New Hampshire State Police as a uniform trooper, state prosecutor and as an undercover narcotics detective where he received numerous distinguished awards for his service. |

| Previous to joining Dutko Grayling, Lee was President of Chesapeake Government Relations, Inc (CGR). When CGR merged with Dutkograyling in 2006, Lee provided a prominent presence in state based government relations and experience representing clients before federal, state and local governments. Prior to launching CGR, Lee worked in Washington, DC for the government relations practices of various prominent law firms as a senior executive for a large higher education finance company, Lee has significant experience on Capitol Hill, having served as Majority Counsel for the US House Budget Committee and as a senior staff member for the US House Education and Labor Committee. Lee also remains an active member of the Republican Governor’s Association Finance Committee. As a Managing Director of the State & Local team, Lee brings a multifaceted approach to clients based upon his broad business development experience at both the Federal and State levels. |

Fred Dickinson is a Vice President in our Tallahassee office. He brings with him over two decades of experience in the Florida Department of Highway Safety and Motor Vehicles, where he served as Executive Director.
In addition to a short stint practicing law, Fred worked for the Florida House Judiciary Committee as a legislative research assistant, and was employed for two years at the Associated Industries of Florida. Fred has a vast understanding of statewide agencies in Florida and has built relationships at all levels of the state government.

| Timothy M. Gay is a writer and Senior Vice President with Grayling, providing communications counsel to an array of corporate, coalition and trade association clients. A 25-year veteran of the Washington public affairs community, Tim’s clients have ranged from a major pharmaceutical chain, for which he helped settle a divisive retail controversy, to a nationwide food chain, for which he provided strategic counsel in the wake of a consumer tragedy. Tim’s expertise encompasses strategic planning, op-ed and speechwriting, media liaison and marketing communications. Tim helped establish Powell Tate, serving for 10 years as its senior vice president for business development. He provided similar services to Ogilvy Public Relations and the Dutko Grayling Communications Strategy Group. Before joining Powell Tate, Tim served as a press secretary to Senator Jay Rockefeller (D-WV) and Congressman (now Senator) Tom Carper (D-DE). Tim has published two honored books on American baseball history, and his third book is scheduled for publication in 2012. Pete Halpin has been a prominent fixture on the Washington scene, including serving in the Clinton Administration as the Managing Director of Congressional and Intergovernmental Affairs for the Overseas Private Investment Corporation, the Director of Congressional Affairs for the Office of the Secretary of the US Department of Transportation, and the Director of External Affairs for the Federal Transit Administration. Pete started his own government affairs consulting firm before serving as the Director of Chicago Mayor Richard M. Daley’s Washington, DC office. He has accumulated over 25 years of legislative and administrative experience, and served in senior management capacities for several international and national government affairs firms. |

| Tracy began his career in marketing working with the Euroamerican Marketing Services Limited, in London, UK. He then entered politics, serving as an aide to the Minority Floor Leader of the Missouri General Assembly and working for the American Association of Political Consultants where he was engaged in event planning and association development. Since joining Dutko Grayling, Tracy has been responsible for advising clients with the firm’s Energy, Environment and Sustainability practice. He has worked extensively with individual clients and coalitions alike on issues including smart grid deployment, traditional and renewable energy development and tax policy. As Chief Operating Officer, Betsy Hanlon is responsible for commercial finance, legal, human resources and other management operations of the firm. Prior to joining Dutko Grayling, she has held Chief Financial Officer, Vice President of Finance and Administration, as well as other management roles in a variety of industries including telecommunications, biotech, education and other professional service firms. Betsy also spent six years as financial consultant to start-up companies and small businesses. Betsy began her career in the tax department at Price Waterhouse in Philadelphia.
Betsy also serves as Finance Manager for the Dunstan Wai Memorial Educational Foundation, which provides scholarships to girls in the Sudan, Treasurer of the Board of Directors for the DC chapter of Financial Executives International, Treasurer of the Board of Directors for the Washington Women’s Chorus, and project leader for a pro bono consulting team through Compass DC.

| Greg worked for a decade on Capitol Hill in a number of senior roles, including Chief Economist for the Senate Finance Committee and Chief of Staff for Senator Max Baucus (D-MT). Greg was the lead staff person on a number of pieces of major legislation including the Trade Act of 2002 and several trade agreements. He also worked on legislation on a wide variety of topics from international taxation to the 2002 Farm Bill. Greg has also written a number of books and published articles on international trade topics ranging from trade with China to the implications of climate change legislation for international trade agreements. In the private sector, Greg has advised and worked with clients on a wide range of international trade and taxation issues, including the international trade/competitiveness implications of global climate change legislation. |

Prior to joining Dutko Grayling, Steven served as managing partner of a prominent Denver-based lobbying firm, and has held leadership positions in state government affairs within the pharmaceutical industry. Sara comes to Grayling’s Washington, D.C. office from PayPal, where she served as head of public relations for the credit team. Previously as a vice president of technology and public affairs at Edelman, she helped developed media outreach projects and manage campaigns for clients including MySpace, Motorola, General Electric, API, Clearspring and SkyBitz.
Sara spent a decade in Europe in both Brussels and London, working on news content and products for Reuters and Bloomberg. She also served as head of global corporate communications for the Dialog Corporation PLC and as the head of content for Vodafone UK.

| Steve Perry has been a guiding force at Dutko Grayling for over two decades. His significant experience in the telecommunications, technology and financial services areas has led to leadership roles in the passage of laws ranging from the Telecommunications Act of 1996 to the Check 21 Act of 2004. Given his wide ranging experience in satellite, broadband, wireless, public broadcasting, copyright, internet and financial market structure issues, Steve’s influence is felt all over Capitol Hill, most particularly, but not limited to the House and Senate Commerce Committees, the House Financial Services Committee, the Senate Banking Committee, and the House and Senate Judiciary Committees. Steve began his career as a legislative assistant to the late Senator John Heinz (R-PA) in the early 1980s. Subsequently, he lobbied for a series of communications companies before joining Dutko Grayling in 1985. Steve has held a series of management positions within the firm, and has built Dutko Grayling into one of the preeminent lobbying firms for telecommunications, technology and financial services, focusing specifically on the inter-relationship between Congress, the Administration and the independent agencies. |

| Josh Rosenstein coordinates legal and compliance efforts on behalf of Dutkograyling. Prior to joining the firm, Josh was an attorney with Gibson, Dunn & Crutcher, LLP, and Goodwin Procter, LLP, both in Washington, DC. He brings to Dutko Grayling years of experience successfully representing clients in a wide range of matters before local, state and federal courts and agencies, including the Department of Labor, OSHA, the EEOC, the Department of Justice, federal district and bankruptcy courts and federal appeals courts. Josh has substantive exposure to a variety of industries, including railroads, long-haul shipping, financial services and high-tech manufacturing. He has significant experience conducting internal audits on behalf of clients and in crafting compliant policies and procedures for those clients. Additionally, Josh has co-taught employment law at the George Washington University Law School, and is an adjunct professor of law at the College of William and Mary. Josh is a member of the Bars of Virginia and the District of Columbia, and is admitted to appear before a number of federal district and appellate courts. |

| Matt Schrader has an in-depth understanding of how to sell complex information technology solutions into the federal, state and local governments, drawing upon his background in business, IT, marketing and government affairs. Matt began his working career serving Congressman Tom Davis (R-VA), where he represented the House Government Reform Committee before much of the federal contracting community. During his service to Chairman Davis, Matt was able to develop an understanding of the complex federal appropriations and acquisitions process, while at the same time forming close relationships with executive level decision makers in both the private and public sectors. Matt previously worked as an account manager for LexisNexis Special Services, where he helped formulate and execute a marketing strategy within the homeland, justice, defense, intelligence and healthcare IT communities. Of note, Arthur was the coordinator of the much publicized and successful tobacco buy-out legislation as well as a leader in the winning effort to restore full funding to a major federal program for small and medium-sized manufacturers. Arthur began his career as Washington Counsel for the California wine industry. He later became a partner in two major Washington, DC law firms before joining Dutko Grayling. Arthur’s special areas of expertise include appropriations, taxation, defense, co-coordinating coalitions, and complete representation of the needs of companies, non-profit groups, associations and municipalities. |

Marcus Veazey came to Dutko Grayling from the office of US Senator Paul Coverdell (R-GA) and heads our Atlanta, Georgia office. Marcus has developed strong relationships with many staffs and officials in the Southeast, and is uniquely positioned to assist our clients with issues in the region and with delegations in Washington, DC. With extensive experience working with state and federal governments, Marcus focuses on building partnerships between the government and the private sector, cultivating relationships between clients and policy makers at all levels of the government.
Marcus’ clients have included vendors to state and federal governments, industry trade associations, foreign investors and not-for-profit organizations. | Joanne has made health care and women’s issues a passion for her entire career; first working on Capitol Hill, and then as Director of Legislative Affairs for Americans for UN Population Fund, and as a public health analyst for the Health Resources and Services Administration . While a legislative counsel to Congresswoman McCarthy (D-NY), Joanne was instrumental in securing a variety of amendments in the Patients Bill of Rights legislation which passed both the House and Senate. Since 2009, Joanne has devoted her energies on the domestic health care agenda, including the passing of the Affordable Care Act, and helped roll out one of the largest new programs in that law, the Home Visiting Program. Working with both the White House and across federal agencies has broadened Joanne’s considerable expertise and talents on domestic health care issues. |
