Dutko Grayling Adds Experts in Health Care, Energy and Environment, and Telecommunications Policy

Washington, D.C., September 14, 2011 – Dutko Grayling (formerly Dutko Worldwide) has added seasoned public policy experts to its already strong health care, energy and environment, and telecommunications practice groups, the co-managing directors of Dutko Grayling Federal Government Affairs, Kim Koontz Bayliss and Andy Wright, announced today.

Dutko Grayling’s three new senior executives are:

  • Vice President  Joanne Zurcher, a Capitol Hill veteran and a former Public Health Analyst at the Health Resources and Services Administration (HRSA);
  • Vice President David Murray, another one-time Hill staffer who also served as a Senior Advisor at the National Telecommunications and Information Administration (NTIA); and
  • Consultant Jeff Anders, who served as legislative counsel for a Senate health policy panel, as well as a lead lobbyist for PhRMA, the trade association of America’s pharmaceutical industry.

“The addition of Joanne, David, and Jeff substantially strengthens the caliber of counsel and service that Dutko Graying offers our clients,” Bayliss and Wright said in a joint statement.   “Joanne and Jeff bring a wealth of policy expertise and superb contacts in the public health and environmental communities.   David brings similar stature in the telecommunications sector.   All three will help Dutko Grayling’s clients shape the public policy debate and achieve their bottom-line business objectives.” 

In addition to working as a legislative assistant for Congressman Rob Andrews (D-NJ) and as legislative counsel for Congresswoman Carolyn McCarthy (D-NY), Zurcher served as Director of Legislative Affairs at Americans for the United Nation’s Population Fund, and as a legislative fellow at the Open Society Institute in Budapest, Hungary.

David Murray most recently was a consultant to Booz Allen Hamilton.  Prior to joining the Department of Commerce’s NTIA, he was Vice President of Government Affairs for the Satellite Broadcasting and Communications Association.  He held similar positions with Winstar Communications and the Personal Communications Industry Association.  Murray’s tenure in Washington began as a legislative assistant handling telecommunications policy for Congressman Sam Johnson (R-TX).

Jeff Anders has managed his own government affairs consulting firm for the past 16 years, providing strategic planning, policy development, and lobbying services for clients primarily in the health care, energy and environment, and technology sectors.  He also served as legal counsel to the Committee on Health, Education, Labor, and Pensions (the Senate HELP Committee, formerly known as the Senate Committee on Labor and Human Resources), as well as legislative counsel to the Senate Budget Committee.
